The deal is he is in a great position of power and like almost every law enforcement job you cannot have a second job. These people can't have a second job because of the power they carry and don't want it to be misused for other purposes. In this judges case what he does outside of the court room could affect the cases he oversees and rules on.

As a judge you're rarely allowed to have any other form of income and generally speaking you need to uphold a certain standard.
He'd use his powers to bail out the comedian market.
