It doesn't take a specialist to stamp [divert resources to government buildings] on supplies.

I know it's popular to wail on North Korea for being completely ridiculous and all but seriously, they expect that story to no sound like anything except a really bad excuse to cover up politically motivated killings? At least other countries have the decency to invent convincing lies.
So they were going to film the whole ceremony. Do they got footage of the crash then?

North Korea barely has enough fuel to let their pilots train for more than ten hours a year and the maintenance of already dated vehicles suffer in North Korea since they don't have the ability to easily order or create parts or have the proper staff to inspect and repair them. Polish and Russian airliners and helicopters often crash for the same reason, even though they're obviously a bit more developed than North Korea. And why would Kim Jong Un or the Military want the Minister of Commerce killed? What commerce? It's probably one of the least important positions in North Korean government.
