That's some pretty sketchy shit. I can understand a police force wanting to do tests so they can identify inebriated people on sight, but the act of actually bribing people with marijuana, food, and cigarettes doesn't sit well with me. Also giving someone a quarter so that they can become an informant is pretty fucking weird.

This is really disgusting, but what's even more disgusting is this probably won't even show up in the news.
Somebody explain this shortly to me. What are they essentially doing and why?

In order to get this certification, officers have to study people under the effect of various drugs. That they're getting people from the Occupy movement to do it is probably irrelevant, it's just an area with alot of potential volunteers.
The funny part about this, is only FP's stoner and ultra liberal population finds a problem with this. Personally I think this is genius, and helps police.

It's also reckless and dangerous, because there's no medical watch or follow up, no medical technicians, no medical history for them to know of, no announcement or open volunteerism- they're picking people off up the street and giving them illegal substances and observing them. There's many ways to have a program like that, and there have been- in controlled, medically supervised, scientifically evaluated environments with detailed medical history of patients and with full and written records.

However, officers are literally giving people drugs in this case for them to smoke.
