The article goes on to point out that this is a "... stopgap solution until the law's full consumer protections are in effect next year ..." Which basically means that someone fucked up the math and it's going to cost more than they thought, causing them to put a halt to applications for a while until they can refill the coffers.

At least that's what I'm getting out of it.
