They didn't do research, they didn't care much, they just didn't put that much effort into the game overall. I remember seeing Extra Credits cover The Cartel, and not only does the game proclaim that sex trafficking cartels are going into America to steal women (in the same mission you strangle a hooker, if I remember right), but one of the levels - 'Gang Bang' - has you start a turf war so you can lure a large number of criminals out to kill them all yourself in waves. You get an achievement called 'Bad Guy' for killing 40 enemies in this mission. Every single enemy that spawns in this level is black, in comparison to the rest of the game having blacks and latinos, and nothing else is scripted to spawn there.

It doesn't help that the game's also designed around co-op (as if thinking the game would sell well), so if you play solo your AI partners will just stand off to the side shooting at enemies with the weakest pistol in the game, never helping you with objectives or doing anything worthwhile. I utterly loathe games that do that kind of shit (resident evil 5/6 i'm looking at you).
