Local news is reporting that it's happening at the inland regional center, a place that helps a whole lot of physically and mentally disabled people.

specifically the north hollywood shootout was a major player in changes. it is the entire reason why cops now carry AR-15s in some patrol cars

A couple of guys wore full body armor during a bank robbery in California a while back. It was mainly cops vs. robbers though, there weren't any intentional civilian casualties.
