No way in Hell they could ever get a submarine fleet let alone competent missile technology. The amount of resources and manpower to establish a submarine base that would NOT get bombed and the amount of personnel needed to maintain a submarine fleet would be immense, even more so for this horrendous hodgepodge of people they proclaim to be their military with surplus crap.

Even though its technologies may be outdated, they could still make a deal with them to possibly form their own SSBN fleet. Don't forget, Russia still has many nuclear capable SLBM systems on older subs they could just hand over to them as to rattle the West's security sphere.

They have little to no experts in naval warfare and if Russia OR China even fathom sending advisors, they will lose so much face in the international stage for helping such a shithole and I doubt any country that has a competent navy would ever allow a North Korean officer into their academies or training schools.

China's been trying to keep the NK bubble from bursting because when it does they're the ones that are going to feel the worst of it with all the refugees crossing the border and them losing the buffer zone that they consider NK to be against the West, China really hates the idea of directly bordering a Westernized(?) country.

As far as I know (this news is about around a week old) the launch is real enough - it crashed shortly after. Kim is obviously shopped in (who would ever stand that close to an experimental launch). The design matches one of the very early soviet submarine launched missiles, and they do have both submarines and a submarine base, contrary to what someone here claimed. On mobile, though, didn't check the full source.
