Sould I buy a pen for a regular tablet or sould I buy a tablet for drawing digitally?

I've been drawing for years on paper and believe the next step is to start drawing digitally. So that I can use different effects and styles in my art. I've been considering buying a Wacom "Splash" drawing tablet to do this. Though recently my brother has suggested I just get a pen for the 10.1" Android tablet that we already own. He believes it would better since it has a screen whereas the Wacom tablet we can afford does not. He is aware they use different technologies for touch detection, but he thinks that it would be easier for me using the Android tablet. Does anyone here have experience with either? And if so can you give me any suggestions?

I have now gotten a Wacom tablet and will try to make the finest of Edgy Sparkle dog/sanic OCs ever to be made on the Dev of Art.
Thanks for posting everyone.
It's all the same. Most people prefer to draw on a screen, and some people can do amazing with drawing while not looking at what they're using.
Getting a tablet that doesn't have a screen will take some time to get used to, but drawing on the tablet you currently have will probably be easier. (And possibly cheaper).
Most non-drawing tablets don't have any pressure sensitivity which limits things a lot.
Just get the tablet, it's worth having the pressure sensing.
It'll come down to your specific tablet and pen of choice. If anything you'll probably be missing out on pressure sensitivity, or will have to deal with shoddy controls (or both).
The Bamboo tablet you're looking at seems decent for the price, but the small size is going to get old very quickly.
Have a look at the different stylus options for your Android and consider investing in a larger tablet.
With the drawing tablet you will get used to drawing while looking at your screen, it just takes a bit of practice but the sensitivity and control is a lot better. Wacom Bamboo is cheap and works quite well.
Get a computer tablet. Don't use a Android Tablet that's not what they are made for.
Most Android tablets are horrible for drawing. I'd recommend just to get a proper drawing tablet. Even a cheaper one will be way better.
