Existing rapid reaction forces will be re-vamped. A multi-national "spearhead" force with air, sea and land elements is to be established, capable of reinforcing a Nato ally within 48 hours.
This will require some headquarters, logistics and other elements to be established in eastern Europe and some supplies will need to be pre-positioned.
These reinforcement plans will also be extensively rehearsed through a stepped up pattern of exercises.
Intelligence gathering and analysis will be stepped up to give Nato planners a greater awareness of what is going on around the alliance's borders.[/quote]

They will watch both inside and outside Europe, for what they consider the greater good.

I don't see how them being able to deploy anywhere within 48 hours is news worthy; if anything it's to be expected. The US military alone can do that itself, it would be embarrassing if a joint NATO operation like that could not match it.

It's a combination of a number of countries military forces, as opposed to the US military which is under one nation, it's not strange that it's considered news worthy.
Having these forces under one banner and being able to deploy them within 48 hours is an achievement.

I doubt these forces are all going to be in their own respective countries just prior to getting together. Odds are, majority of them will be stationed in one place so they can all move out as one unit at once.

When NATO talk about inteligence and survaliance they don't mean PRISIM style spying.. They are talking about monitoring military movements and shit.
