They give out tissues because that's what you use to wipe your ass in the public toilets. They almost always don't have toilet paper.

In China(and possibly other places), most people use boxed/packaged tissues to wipe after going to the toilet. I have no idea why but they're often sought-after, and could be considered a currency in itself -- people regularly exchange points/etc they win on online raffles, arcades, games for tissues.

They also use the same tissues for cleaning up other stuff, coughing into, blowing noses into, etc. So one product for all uses, vs how we do it in America(paper towels, toilet paper, facial tissues, napkins, yadda yadda)
