The article says he hung the gun on the tree he was in and it went off, it sounds like an accidental discharge, not a negligent one, why is he being charged?

Because if the thing was loaded and had a round chambered, that's pretty negligent.

He wanted it ready for the deer, so it wouldn't make any noise chambering the round, though admittedly I did think "Why didn't he just open the bolt first?" when I read this.
Pointing a loaded, chambered weapon at yourself with the safety off seems pretty negligent to me.
They arrested him to save him from himself

Some firearms can discharge even with the safety on and without the trigger being pulled.

Unless it's physically preventing the hammer or firing pin from striking the primer, it's not a real safety in my book.
All of that aside, if you're leaning a loaded weapon against something (or hanging it by it's sling for some reason) have the bolt open, safety on, and no round in the chamber. I am fucking obsessive about firearm safety so stories like this make me wring my hands in anguish.
Isn't that pretty much definition of adding insult to the injury?
