At least some consideration. The rationale is quite odd:

It would seem more logical to address child marriage (and with that, underage sex) by outlawing the practice itself and prosecuting those that administer them. Can anyone more familiar with local conditions tell why this isn't the first option?

As a guess, Erdogan's government relies on a lot of the rural/conservative types who are more likely to hold backwards values. This comes across as an attempt at appeasing them.
Would be neat if Turkish FPers could clarify this.

Someone in the other thread said some of Erdogan's cronies were caught up in this and the law allowing it was an attempt to bail them out.

Turkey is a magical place where the law doesn't work at all.
440,000 girls under the age of 18 have become mothers since 2002.
The bill would nullify all child sex abuse (“without force, threat or trick”) that had happen before November the 16th, 2016 as long you're "married" to the victim. (I think I have to puke for writing that sentence)

They are very sane, and probably have a normal moral integrity... they just don’t adhere to the western moral identity of liberty, equality and fraternity.
