I'm not totally informed about the present situation of the IRA within Ireland and the UK, but isn't this specific group basically just an organized crime family masquerading as a paramilitary group?

The IRA that existed from around the early-to-mid 20th century disbanded/split into a bunch of much smaller (but still signifigant) splinter groups in the late 60's. The most well known of them is probably the Provisional IRA, who disabanded in the 90's. There's still a constantly fluctuating number of groups that call themselves the IRA and claim to be the "legitimate" continuation of the old IRA. Mostly, they sit around jerking eachother off about how someday they'll reunite the north and south, or go on marches from the graves of dead IRA members and shit, but occasionally they perform some vigilante attack on drug dealers or plant a bomb somewhere up north. I'm simplifying a bunch, but that's the jist of it.
These guys being ballsy enough to carry rifles around and execute a hit in the middle of Dublin in broad daylight is a pretty big surprise, honestly.

The post-1922 IRA/PIRA/RIRA/CIRA/OIRA (holy shit there were so many of these) never really even had a chance, the original, pre-1922, War of Independence-era IRA disbanded when the Anglo-Irish treaty was signed.
The guys who stuck around past that point, all the way up into the 60's and onward, were opposed to a treaty that had already been signed, and were trying to force two separate countries to do something they'd both agreed was a terrible idea and would only end up getting more people killed.
If they ever really had a chance, it was almost a hundred years ago.
It's no longer really a matter of keeping a unified Ireland, it's more-or-less just family blood feuds between Catholics and Protestants.

This has to do with british laws regarding suspects that have not been charged yet. To be honest, it's a good policy. If they're wanted (they are), their faces will be posted shortly.
This same policy prevents people who are suspected rapist's faces from being posted, which is good because a rape allegation WILL ruin your life if that gets out, true or not.

The "real" IRA (even though there's that about a dozen splinter groups) officially stopped being active after the Good Friday Agreement but from time to time you have asshats like these who show up in the news. Both them and the Unionists like to take vigilante action against drug dealers but ironically in the case of the latter one of their senior members admitted they're involved in the drugs trade themselves whilst others have said the same about the 'IRA'.

I heard someone mention last year that there may well be attacks in Ireland this year, especially due to the 100th anniversary of the Easter Rising happening this year.
So this may be related to that.

I'd like to understate the bomb comment by pointing out that said bombs are typically a car bomb that hurts one person at worst.
