I know. I'm 17, but I get that comment from everyone. I'm short too, which doesn't help.
People ask me whether I have a certain teacher at the middle school and I have to reply that I'm a senior in HS, which never fails to get a reaction along the lines of "You don't look like it."
It sucks a lot. I've never looked my age.
