Fuck article 9. You'd have to understand the geopolitics here to understand why I say that. To clarify, a lot of Japanese support changing A9 to legally field a much larger military to compete with China and to end dependence on the US for defense. To be fair, Japan ignores Article 9 in a lot of regards.

The phrasing of it as 'collective self-defense' is an invention by the people supporting the changes, when the article itself refers to 'right of belligerency' anyway. Their military already has a budget of around 56 billion dollars and some 250,000 active personnel, ranked 24th in the world. It is a military in everything but name, with its only real restriction by Article 9 being that it cannot conduct invasions as a means of solving disputes. If China attacked Japan it would be entirely constitutional to retaliate.
