Officers were called to the siege in Amarone, on Nelson Mandela Place, at about 15:24 GMT.
Police said the man was currently detained on his own, within the premises.
The restaurant and surrounding buildings were evacuated and Buchanan Street underground station is closed.
Sources have told BBC Scotland there is no hostage involved. Police are not believed to be treating the incident as terrorist-related.
There has been considerable traffic disruption with part of Buchanan Street and West George Street closed off, but police said some cordons had now been removed to alleviate congestion.

Fire crews and police officers were at the scene, along with ambulance staff wearing helmets.
A Royal Navy bomb disposal unit also arrived at the scene, along with police officers wearing balaclavas and carrying rifle bags.
Police dogs have been used in the streets and have also been seen on the Glasgow subway.
Michael Irwin, a 19-year-old Glasgow University student from East Kilbride, had been travelling on the underground system to Buchanan Street when he and other passengers were told they would have to get off at St Enoch.
He said: "I saw armed officers with shields in the area.

I'm scared and intrigued. Hopefully no one gets hurt or killed, but the presence of the bomb disposal unit is VERY distressing.

Seems unlikely anyone will be killed considering it's been cordoned off for hours
It probably says something that the first part of the headline is assuring us that it isn't terrorists.
Are we really so worried?

I'm confused as to why this isn't the top story on BBC
If it isnt terrorists, it could either be an war hungry country or a average criminal. (the second is more likely to me.)
