Well VHS was still pretty prevalent in 2002 and the warrant is from that time, it was only executed now for some reason.

Movie rental places used to do this scummy tactic, the law usually has minimum damages that you have to have caused before they can put out a warrant but because movies are their business they could claim that it was damaging their business or something

It was most likely just a bench warrant and not a full blown arrest warrant. Cops won't usually go out of their way to arrest you for small bench warrants, and will instead wait until you get pulled over or something like that to take you in. Departments who actively pursue bench warrants as arrest warrants all of the time are usually cash grabbing departments.

Misdemeanor warrant issued in 2002. Police dont waste resources trying to catch people for petty shit like that unless its within the context of the contact.
The victim (or suspect - same thing here really) just didnt have any police contact for 14 years of his life until that traffic stop. Arrest warrants dont expire.
Was probably a cash-in-hand warrant too.. if he came up with $200 on the spot he would have been free to go.
