Could be a reaction to the possible power shift, get the new guy early and he might think the south isn't that bad and it could lower the tensions.

They also use it for political leverage, iirc they threatened to take away aid during the early days of NK's nuclear program.

Probably something along those lines. That's what the USSR did with all the wheat they bought from the US - they even rebagged it in Soviet bags before distributing it. They sometimes did the same for weapons back in WW2, when the US gave them Nazi-killing tools under Lend-Lease.

A lot of North Koreans have family in South Korea, so if they poisoned it they'd make not only NK mad, but also the families in SK.
Either 1: Officials gather up food for themselves.
Or 2: The great leader has made a glorious gift for you, the people, with his bare hands, praise him!
I wish we could watermark the stuff so that the North Korean civilians can see that people outside the country are actually caring about them.
That or slip propaganda leaflets inside the packages.

North Korea will steal the means of transportation that is used to send the aid up.

When it get's to the North Korean civilians (if ever), they will probably be told it was "liberated" from a South Korean outpost. It's happened before, with bags of rice with "US" stamped on them show up on the black market.
This is if it ever gets to the civilians, almost all of the aid North Korea receives is diverted to the Communist party's inner circle.

Like I said, the leaders are the only people getting the supplies.
Why shouldn't SK provide aid? In the event that North Korea's current 'government' was to collapse I wouldn't be surprised if SK ended taking control of the area.
