Most explosive weapons kill by launching thousands of fragments to kill people; the explosion itself is only a means of propelling them. Unfortunately, fragments cause a lot of collateral damage; i.e, civilian deaths. This reduces the likely hood of civilians being injured by removing those fragments in favor of a slightly larger explosive radius.
