What makes it worse is that some don't signal before doing it. Usually when I see a blinker next to me I'd back off and give him some space. 2 good reasons for doing that, one is to get out of their blind spot and another is that if they do decided to switch without looking I'd be well out of harm's way.

You can report reckless drivers in most places. I'm sure it's more for when somebody is being extremely dangerous around a lot of people, but no harm in it.

Tbh the reason isn't to be cool but to make sure that even if the camera didn't pick up the license plate (either due to low quality or low light / incorrect lighting on the plate), you'd still have the license plate because it was picked up on the camera's microphone. Knowing the license plate if something did unfold is a good idea for obvious reasons.
