That's the problem with nuclear warfare, though. You don't need to go to war in the traditional sense. Warheads could be fired at any time and the basis of most tactics is that "You'll do this or we won't fire these highly dangerous, unstoppable missiles at you." If he wanted to start a war, he'd start it with an unwarned strike to promote fear. Even one warhead going off will have devastating effects across the globe.
