Well Ricky did say at one point in the podcasts that Karl was a radio producer that they were assigned when they did a radio show. So if Karl can be a producer or something along those lines we can assume that he puts on the persona. However it doesn't really matter.
He's not dumb, no way. The stuff he comes up with is actually very clever, a dumb person couldn't keep up that level of improvisation for the length of time he does it for.

I should probably point out that there is an article about Karl Pilkington being a character portrayed by an actor called Graham, but I think it's written by The Sun, and it has no evidence whatsoever.
They talked about it on the show. I remember Ricky's response as being
"If I came up with a character that good, do you really think I'd waste it on a show like this?"
Well I didn't necessarily mean he is "Dumb" Dumb. Just that he has a very unique way of thinking, and looking at things. It doesn't mean he couldn't be a radio producer. Its nearly like he is autistic or something.
Karl pilkington was real, then he sort of put it on to the point where he acts now
If they ever did a live action simpsons, Karl would be perfect for playing Homer.

I agree, you see this on An Idiot Abroad, his stuff is uncultured but most of the time it makes sense and is hilariously true.
He's not dumb, it's just his style of comedy. It's kinda half act half real I guess.
He's kind of like that in real, but he plays on it even more in shows and stuff.

They wouldn't be able to hold this character up for 10 years, go listen to XFM from 2002, he explains that he's not a character so many times, even in recent ones

This is one of my favourites
I think Karl is pretty clever, he's just not so good at explaining where he's coming from.
I've been listening to the 'Ricky Gervais' Guide to...' series of podcasts and Karl has some brilliant views on things that are just destroyed by his explanations of them
