What can the US Government do, Mobil/Exxon could threaten to raise gas prices cause they can't get a steady flow of oil. If the US Government does anything the oil prices will sky rocket. Honestly they should make an example for not following sanctions, but at the same time it causes so much more hurt to the US Population. I'd be willing to take the hurt but the rest of the population can't.
