Clearly they are just trying to preempt any protests by creating an illusion of a change of heart, or softening of the policy. I hope any athletes or spectators that were planning acts of protest are smart enough to see through it though.
I dunno about you, but I doubt Putin actually gives two fucks about gay people. He probably passed the 'propaganda' law to get more support from the Church (not that he really needs any), and apparently the lack of specifying what 'gay propaganda' actually is means that non-homophobe cops in Russia don't really do anything about gay people anyway. Not defending this fucking retarded law, but I expect that Putin's words are genuine; no point in denying a demographic which could provide more profit. It's absolutely disgusting, but Putin has re-election (although I'm not sure that's a concern) and profit at heart, and if there's any reason he's giving this speech other than making people feel better it's probably for that.
