I've heard that's more a police officers Union problem. Their conditions are harsh enough that the city can't put more than two thirds of them on duty at once... And then they deploy all the officers to the safest neighborhoods...

Also, it's not just immigrants, Jews and Roma have been in France for ages, and attacks against them are increasing from both the Right and the Left.
