Hi there. I'm looking for a good Digital Video Camera under 200$.
I'm new to photography and such, so i don't have to start with something high-tech or professional.
I want the camera to have Depth of field and HD (720p is ok). I will use it both outdoors and indoors.
I posted this thread here since you artists might know better than Hardware&Software- guys.
So you're new to photography and yet you need a VIDEO camera?
Or am I missing something?

Yes. A Camera that records.
Photography might not be the right word.
Pretty sure anything that uses lenses is going to have depth of field, you just might not be able to adjust the focus.
As for the HD, the cameras usually state in the tech specs what res it can output at. I don't think you're going to get anything too great for $200.
Might get 200$+
Probably the cheapest good video camera with depth of field would be a Canon DSLR, probably good one to get with good video would be 550D/T2i. but that's 5x your budget.

I'm not really an expert with actual vid cameras, but I'm starting to think we need to add a section to the 'which camera is right for me' thread for video hardware.
