He doesn't even work for the OFLC, I don't see why he has power over their choice in implementing an R18+ rating.

If the OFLC wants a new rating all of the attorney generals have to allow it. Micheal Atkinson is the only one who thinks there shouldn't be an R18 rating, and the agreement needs to be unanimous. So all of this is directly his fault.

I wasn't trying to argue with why he is responsible for the lack of an R18+, although I can see how my post may appear to show that.
I know that he is responsible for all this and I was just trying to make the point that he doesn't work for the OFLC, so why should he have power?

It's actually only 2 wounds, created by the first 2 shots. I wish there were a way to remove the wound limit.
