Hate to break it to you, but he got voted off that night. And this was the third dance, he damaged his knee on the second one. He was probably gonna voluntarilly quit because what he did to his knee, was THAT bad. When they were announcing the loser, he was trying to say something but they shut his mic off.

Real talk: They don't need to rig the votes for Bill to lose. Sure, he's great at public-access science education but he's pretty weak at show-dancing.
