(though that's really an estimate, I never bothered to keep track), and golly, I think it was worth it! My dithering's a bit messy in places and the shadow on the path I'm standing on is a bit wonky, but hey, those are just a few small things!

Nicely rendered. Were you purposely trying to conserve colors or did you just want to use dithering? Just remember, dithering gives the object a rough texture. I think the sky could be further smoothed out. Also the right hand doesn't contrast with the candy cane very well, seems like they just merge.

Blended the sky a bit more and changed the colors on his "appendages".

I made a quick sloppy edit to your grass and character colors.

I made the shading hues on the characters red/pink sides more blue, added depth to the grass by fading out the distant grass and adding saturation to the closer grass and made the shadow a little bluer.
This is very nice pixel art though.

Heh, yeah, I've never been that great with colors.
It's not too hard to just experiment with colors to see what you think looks nice, take this piece for example (not mine)

Pretty wild colors, shadows don't stay the same color either.
