I know that people like to joke that Russia's got a lot of surplus old shit but the U.S. is no better. The M16 has basically never changed aside from some rails and stocks, the browning M2 they still Use is older than the DSHK the M14 EBR is based off a 56 year old rifle, and the Abrams is actually older than the Tunguska.
Russian tech is usually pretty rugged and fairly simple. They invest their money in building on proven technologies rather than innovative new technologies. The US spends a lot of money on trying out new things, which is financially riskier. Of course the US has a lot of money anyways so they can at least take some failures.

Difference is, the Army, especially combat units, enforce PMCS rigidly. Before, During, After, Weekly and Monthly. No exceptions. Your NCO catches you taking a nap in the vehicle when you're supposed to be working on it, guess what? You and him are gonna have a talk. A very loud talk. With PT.

Pretty sure the only reason the tunguska is effective is because upon seeing that muzzleflash the enemy pilot instantly shits himself to death.
