It's funny because the sense of community that let people walk by him snowblowing without thinking something too odd is also what might have contributed to him leaving the shovel outside.

To some people, time and energy are worth far more than anything else, hence why the girl/guy threw the shovel away after stealing it instead of just giving it back or even buying their own shovel...I'd bet he was pretty pissed off when he saw the car like that and had to dig it out.
