Basically, people who have gotten discouraged and stopped looking for jobs don't count (the discouraged worker effect), as well as people who are too young, old, or retired.

You just can't vote and obvious shit like that, but you can do most other things. I have a dual citizenship for America and Norway, which pretty much guarantees me easy access to Scandinavia, but also the US and Israel. It's chill because I don't have to go through immigration do the fingerprint/retina scan and extra security into the US, and I still get to go to places where Americans aren't all that welcome.
