My mind is blown away.
It has to be extremely complex structure, or it's just video effect.
Shadows are all wrong on this vid. Judging only on the shadows the tower on the right is really the first thing from the left and the bridge on the top is the first thing from the right. Makes no sense.

We already do this, but instead of magic carrying the water back up, we have rainclouds.
I think it's obvious that what he's pouring onto that thing, clearly is some sort of nature-law resisting fluid... yeah...
