It's fairly easy to rob a bank like this. Claim anything hidden is a bomb or gun and you'll get the money 9 times out of 10.
Because the bank tellers aren't going to risk it. Their lives are far more precious to them than someone else's money.

Just as in retail, I assume banks do it the same way, just hand over the money.
You save yourself a potential assault/murder and the criminal just made away with a dye pack.
I remembering reading in an interview with Ryan Gosling that to rob a bank all you have to do is ask for money and they have to hand it over. It gets you less time in prison if you get caught. He had to play a bank robber or something.

They're told to give up the money anyway, it doesn't matter if they're armed most of the times they're supposed to just give it up.
