I always found that suggestion that "cops confiscate drugs just to smoke/sell them themselves" ridiculous. Jokes on me I guess.
If I was buying marijuana and a cop showed up, Id run away even if he was the dealer. I mean, who wouldnt? The undercover cop staying there and buying it from him was kind of a giveaway

But that is not my life experience so I could not tell you specific names of cops who do this and in which places. Still, it's interesting. Imagine the cops knowing about you being a drug dealer, but they don't shut you down, they just take a cut of your profit and tell you to make some more.
