There's a reason he chose "cleanse" over "purge." Better optics. Same effect. Make no mistake, Paul Ryan just called for the purging of self-defined political enemies from the administration. This is some Erdogan type shit. Every American should be deeply disturbed by the language coming out of the GOP right now.
The idea that the FBI, an organization primarily composed of older white men interested in law enforcement would be in the tank for the Democrats would be absolutely hilarious, where it not the fact that somehow people in power honestly believe this.

I hope that it stays as an alliance of convenience rather than a switch in priorities, because the FBI and NSA are anything but friends of the everyday american.

I don't think this is really a switch in views to begin with. This seems more like an Overton Window sort of deal. (This is probably a misuse of the term but I think it'll get my point across regardless.) Liberals were highly critical of things like PRISM and the Patriot Act because they were so easily abused but in general liberals are still in support of protecting our country from hostile forces. This just happens to be a case where the hostile force is part of our own government while the three-letter agencies are one of the major obstacles standing in the way of that hostile force having free reign.
