As someone who goes to Orlando quite a lot every year, I have to say the actors at the parks are fucking amazing. They're really dedicated to their work.

He's here to entertain a crowd and "cheating" for the sake of being in character is going to appeal more to them.
You can clearly see that he isn't doing full push-up, but he keeps his attitude spot on and that's what matter for his job. Acting as an exaggeratedly confident man must be pretty entertaining.

fun fact, before people ruined it and disney had to ban it, whenever someone screamed "Andy's coming!" at toy story people, they would immediately fall to the ground.
reason why it was banned was because when it reached the internet, people kept screaming at it to them (apparently around 50 times a hour according to a employee) in the summer. In a heavy costume. When it's hot.
Only people that still kind of do it at this point is the green army men, but all they do is run and hide.

If you're talking about the strict rules than honestly I both understand and forgive them for it; these guys are operating at an entire magnitude above the average park mascot, to consistently pull it off for thousands of fans day-in-day-out requires not just a lot of skill and dedication, but discipline.
