Friday CBC: Rob Ford stripped of key powers in council vote
Toronto city council has voted to both remove Mayor Rob Ford's authority during emergency situations and, under a separate motion, has stripped his power to hire and fire the deputy mayor and appoint members of his executive committee. The motions passed 41-2 and 39-3, respectively, at council's meeting Friday morning. They are the first of three motions aimed at leaving Ford as mayor in name only. He will continue his last 11 months as mayor with severely limited powers. Ford's only comment about the motions outside council was a brief statement to reporters in the early afternoon. "Councillors had their say today; taxpayers will have their say on Oct. 27," he said, referring to next year's municipal election. UPDATED - Ford loses power to appoint deputy mayor and executive committee members - Ford also loses his authority during emergencies - The mayor vows to take council to court - 3rd motion on Monday will slash Ford's office budget - Premier Wynne says vote shows Toronto council still able to function
Toronto Star: Defanging Mayor Rob Ford could cause legal headache
Toronto council’s three-part plan to strip Mayor Rob Ford of his control of the city is an unprecedented test of its power, one that legal experts say might not withstand the challenge Ford indicated he will launch. On Friday, council successfully passed two motions: one revoking Ford’s ability to appoint and remove the deputy mayor, members of his executive and standing committee chairs; the other, taking away his emergency powers. While the motions passed with near unanimity — only the Ford brothers and one other councillor voted against — the debate in council revealed a deep worry that their actions would ultimately prove illegal, especially since the third and final motion against Ford is the riskiest. On Monday, council will decide whether to reduce the mayor’s budget to the level of a regular city councillor. City spokesperson Jackie DeSouza confirmed that defunding the mayor could be in contravention of provincial law. “The city must have a mayor, which is required under the City of Toronto Act. The mayor has statutory duties, which he is obligated to fulfill,” she wrote in an email. “Taking steps to remove funding from the mayor’s office would prevent the mayor from fulfilling his statutory duties and could result in potential court action against council.”
Globe & Mail: Toronto’s business community gives Ford a thumbs-down
Toronto’s business community is adding its voice to the calls for Rob Ford’s resignation and a change of direction at City Hall, saying the scandal is damaging the city’s reputation. Dozens of demonstrators clustered around a public stage outside city hall to demand Ford leave office immediately, repeatedly chanting “resign!” “That's the best thing for him, really, and for the city. Because the other two ways of getting him out are by handcuffs or by gurney, and I don't want either,” said retired teacher Ray Fredette, 62. Coun. Denzil Minnan-Wong said Ontario Premier Kathleen Wynne has left a "very, very small crack open" that would allow the province to step in and remove Ford from Toronto's mayoral office. "The conditions that she wants satisfied are very, very significant," Minnan-Wong to CTV's Question Period. "She wants council to approve measures to be taken. She wants the city to prove that it can't function properly. And then also she wants all-party support. It's almost like she's presented it as it's doomed to fail."
Transcript: Rob Ford gave an interview to Fox News
No I don’t call it substance abuse because I’m not an addict. At Toronto City Hall, councillors are considering a motion that has changed from when it was originally tabled, though it still spells out additional proposed restrictions on the mayor and his powers of office. On Monday afternoon, the mayor demanded to know whether Coun. John Filion was aware the council could not "impeach or remove its elected mayor" and if that is what he wanted to see happen. "Mayor Ford, my preference was that you not place us in this position," Filion said. "What’s before us is what council can legitimately do." The mayor’s brother, Coun. Doug Ford, complained that they did not receive adequate notice of the changes to the motion. "Do you know when we ended up getting this motion? Twenty-six minutes before the meeting," he said.
CBC: Rob Ford promises 'outright war' as powers further restricted
Toronto city council voted by a wide margin on Monday to slash the budget of embattled Mayor Rob Ford — a dramatic move that followed a raucous day in the council chambers that left the mayor promising that next year’s municipal election will be "outright war." Ford spoke to Toronto city council late Monday afternoon, just moments before his colleagues began voting on a series of motions that sought to — and did — further reduce his powers as mayor. In a series of votes that occurred just after 5 p.m. ET, council voted in favour of reallocating the budget of his office, transferring administration of that budget to his deputy, and giving his deputy responsibility over Ford’s staff, among other measures. Moments before council began voting, Ford warned his colleagues that if they voted to restrict his powers, there would be repercussions in the coming election. "If you vote in favour of any of these motions, you are absolutely telling everybody that voted in the last municipal election that their vote does not count," he said. Ford then went on to compare the situation at council to the time when Saddam Hussein invaded Kuwait. "Well folks, if you think American-style politics is nasty, you guys have just attacked Kuwait and … mark my words, friends, this is going to be outright war in the next election and I’m going to do everything in my power, everything in my power to beat you guys."
There was also a bit of a physical altercation. Rob Ford apologized shortly afterwards when council resumed. Oh, and Rob has a new show on Sun News Network. Guess what's near the top of the agenda? Who cares anymore?
Who cares.
Considering its my fucking mayor, I do, thanks.
Considering its my fucking mayor, I do, thanks.
Uh it didn't happen in America Why would you care
Can't they just hold some emergency public vote next week or something. It seems that's what hes holding on to is the "taxpayers voice" I seriously doubt that he would be re-elected if they had a vote right now.
Probably not, but I think that they'd all like to spend as little time as possible on dealing with him.

(It's mentioned in one of the stories I linked in the OP, somewhere.) I don't know that an election would be in Toronto's best interests for now, even if Ford would get pummeled into the ground. I think he's counting on the other candidates fighting over splits in the vote while he whips the Ford Nation back together (especially now that he's got his new TV show on a decidedly conservative channel).
Rob Ford in fact wants an election held immediately, and council isn't interested in giving it to him. (It's mentioned in one of the stories I linked in the OP, somewhere.)
That's because either they're afraid he WILL get elected back in and go after EVERY SINGLE ONE OF THEM or they're way too fucking lazy. At this point council is telling him that he's mayor but only on paper because they've stripped him of everything else which might sound like the right thing to do in this situation but.....it kind of proves that there's no hierarchy in city hall. Even the mayor is at the mercy of other agendas.
Don't forget what his brother said today either.
“Folks, I ask the city of Toronto to rise up and fight against these folks trying to pull off a modern day coup d'état,” Doug Ford said. “This is unbelievable this is happening in our country. We live in a democratic society. When you have the right to vote, your vote should count. They can't go out and wipe out 383,000 people who voted for the mayor. But this isn't just about the mayor. “What's happening today is the overthrow of a democratically elected mayor, illegally. This is what you see in Third World nations. You don't see this in Canada.”
http://www.thestar.com/news/gta/2013/11/18/rob_ford_council_proposal_to_curb_mayors_power_moves_ahead.html
