Yes, but something that wouldn't take 2-4 hours to drive to.
There's a ton of wide open flats of concrete around here, but if you want to spin it around there, the police will still investigate and arrest if someone decides to move with zero traction and smoke that will probably cloud up someone's window nearby.

Aren't there organized rally and racing events in Estonia?
You do need to realize that as long as those concrete flats are accessible to everyone and races over them are irregulated; accidental bypassers, spectators and competitors may and will get hurt. Hell, even regulated races have fatalities, but those are vastly reduced thanks to the fact the roads are closed, spectators are reasonably kept away and cars are safety regulated.
In short, yours and others frustration with driving over to a race track is simply irrelevant when it puts human life in pointless danger.
