If people can have dogs why couldn't they have chickens? Obviously, as long as they don't allow hygienic issues or mistreat the animals, but in these cases the dog owner would get in trouble as well.
In our city they attempted to pass legislation to allow chicken coops of small variety. It was turned down because the conclusion was we are a city, and cities that passed similar legislation have issues with smell and chickens getting loose and responsibility was hard to pass down even with requiring registration of individual chickens and etc. In the end, Maybe one chicken as a pet, but just get a dog or cat or something if your in a city.
Chickens are noisy, smelly, and need a lot of space to live comfortably. A residental area is no place for chicken ownership.

There's cities here that don't allow roosters but allow hens so there isn't an explosion of feral chickens. Your average back yard is more than enough for a dozen chickens. A friend of mine owns chickens and we live in a city, nobody cares or bats an eyelid. They're all kept nicely in a coop and have the garden to mess about in. Literally the only thing you could moan about is the Rooster.

Most of mine don't make a single noise, but out of the 30+ hens I have there's like one or two that can not shut the fuck up so if I lived in the city they'd probably get converted into soup meat. I literally grew up raising poultry, and for the most part hens are pretty quiet as long as they're not disturbed.
A couple of people on my street raise/have raised chickens, including my family. It's not that big a deal, chickens are generally quiet unless disturbed by something. Or the occasional cockerel crowing.
I see no problem in raising chickens as long as they have a fairly big and fenced backyard to do so. Where's the freedom, 'Murica?
Chickens oi can deal with, now goats on the other hand are a pain in the ass to have in cities
i have 5 chickens myself they seem comfortable in my backyard when they lay eggs they like to give a loud announcement that could be the noise complaints
I wish I could have chickens in my city, but some dumbfuck law from the 80s doesn't allow them :c
