It took me about four different videos about this to realize... why doesn't Allen just shoot Makarov and his cronies in the back of the head as they leave the elevator?

He means don't speak in Russian. Which is why he says it in english. It's so it doesn't give away they're russians, which is explained by the end of the level.

But wait... at the end of the level only two guys remain, Makarov and Viktor. The other two get killed during the battle (I checked). Were those two guys CIA agents too?
