The character is planned as an exclusive character for Europe and East Asia. Well it appears that we're going to be getting the same character roster as Europen/Asian/Oceanic territories. No more big muscle man exclusive to North America.

I saw it more as a statement against the extremism we see in North American "feminism movement in gaming". Honestly I kind of wish they went through with it just to really drive the point home.

Probably for publicity. People whining about it got the usual sighs as everyone knew they wouldn't buy it anyway, but the producer saying fuck you to them all and saying they get a bald muscle man made people take notice.
Also if he's allowed to pull this kind of stunt without the publishers stepping in, he could very well be valued enough that he can crack the shits and do what he likes.
I kind of hope that Skinhead Military Man still gets in.
As an alternate costume for Lucky Chloe.
Same animations. Same voice. Just a big burly muscle dude as the model.

There's a difference between "I think women should have equal rights, get paid for their labor and have control over their bodies" and "the portrayal of women in Bayonetta is disgusting. Ban this sick filth!"
One is a noble cause that was fought by great people forty years ago in the United States and continues to be fought to this day in other countries... and the latter is the bile a freshman psychology/gender studies student writes on their tumblr blog. The men who are willing to admit that the media turns them into woman hating monsters are self-loathing due to their biological sex and that is where the term "beta male" comes into play.
