As captain chalky said, prolonged eye contact with most animals is basically threatening them and challenging their rank.
Try it next time you see a cat or a small dog (the large ones would probably bite your face off). If you stare into its eyes it should go apeshit if it's not properly trained and if you keep staring it'll eventually go submissive. Quite an effective way to lesson misbehaving animals.
