He was really wasn't hitting anything, maybe clipped it with the tip that is about it. As for the pepperspray, that cone spray shit is terrible. I would never use it, in fact I use foam or the oil based stream. For the multiple persons/riot I use fog/cone. But the bottle is about 23oz or more so I can spread the love. OC really ruins you fucking day, specially when someone uses it right. I'll take a taser over that shit anyway.
