Nope. They NEVER look into things when they make these bills.
Will it completely ban streaming or uploading those things, or is it the copyright holder's opt-in for pressing charges? I don't think videogame companies will care unless it's someone popular being critical of their games. They all know things like Machinima make them money.

It's even funnier, think about Netflix. It's illegal now, even though it's a legal business.
Also to be honest, every company will lose money to this. Everyone learns about games/movies/songs from streaming. How the fuck are we going to be interested in something we've never had a preview for? CoD is big because it's popular demand on Youtube. If this bill existed when CoD and Youtube both came out, it would be a generic shooter that sells as much as any other crap FPS game that comes out.
