You can get this effect in gmod by [url=https://www.youtube.com/watch?v=u5nEVtRik-0]applying the screenspace material onto a model.[/url] It worked well on PHX models I think because it had some weird UV mapping.
It's your current screen image being shown as a texture on a model which distorts the image. Then you repeat that process for each frame. Kind of like a fractal process except each step is done for each frame that's rendered.
There are some similarities here between psychedelic drugs and how the brain works but I'm not gonna get into that.
I also made [url=https://www.shadertoy.com/view/ld3GD2]a simple shader on shadertoy[/url] that mimics the effect that might help explain it.
