Probs because he only got those on a [i]running jump[/i]. That is probably a considerable distance to bring there.
However, if he was smart, he'd get a heel up on the bottom of the window frame area, and inch his hands up on either side to stand up, then either go inside the building (that would be awkward :buddy:) or jump across.

I wish I could just jump up and sit on ledges.
Mirrors Edge came to mind.
It just takes some training and practice. A guy I know could do it. Also with parkour you conquer fear of heights and you'll be more acrobatic and ... flexible(probably).
These guys in the video had intense skills.
