China does a lot of business in Africa so it's in their interest to spy in Africa.

China is currently buying land, industry and property in Africa left and right, there are whole towns consisting of nothing but Chinese workers, the motives are pretty clear.

Yep. My dad went to Zimbabwe and Mozambique, the locals hate the Chinese there. Trucks everywhere, etc.
Chinese involvement in Africa is something not many people have really caught on to, but it's pretty real.

Wait, why would they even need to go to Kenya? I mean, they are, well, hackers. They could work from anywhere.
Also, dozens? What?

It doesn't really matter. They could send a single guy to make a tunnel to anywhere.
A lot of networks are so old fashioned that they aren't hooked up to the internet, and that's in America, now imagine how old fashioned Kenya is. It is very likely that someone would have to be physically present to obtain information.
