To me, it sounds more like a joke about how people, instead of putting in their real birth dates, simply change the year so that they can bypass age restriction. Since pretty much all date fields start at the same time (January 01, XXXX) then anyone who only changes the year will still show up as being born on January 01.

Technically, it still exists. Its just so uncommon as to be almost nonexistent. Same thing with polio and small pox.
