The first tow truck to the scene gets 300,000 from the insurance company hence why they're all racing to get to the accident first.
Korean tow trucks are like made to go super fast and take sharp turns really well. You can see in the video that there are at least three other trucks, two that they race and one arrives just as they get there (the orange one)
They sit around listening to the police scanner and take off when they hear 'accident' sometimes they get there even before the cops or fire department, EMT's.

I don't know the legal implications. They're allowed to have a light bar but I think the siren is something that's illegal and they have to use sparingly.

This video reminds me of those crazy arcade truck racing games you see in arcadeshops/gamehalls(I don't know what you call them in english) where you just try to reach places faster than the other truck while wreaking havoc amidst the traffic :v:
